mysql_flexible_server - default to latest mysql version instead of oldest. #19333

Description

Providing a version is optional.

This resource seems to provision using 5.7 when version is omitted.

It may be more of a sensible default (8.x) to use the latest than the oldest.

I think the concern with this change is that if you don't pass in a version, it builds 5.7. If we now default it to 8.x, all the configurations out there that don't use the version parameter, will now get a re-create of it in the terraform plan and apply.
