[Bug]: aws_acmpca_certificate_authority does not return tags

Expected Behavior

when using the data source aws_acmpca_certificate_authority the tags key is always empty. With aws cli i can retrieve the tags and also view them in the aws console.

the tags key is returned as {} always

Steps to Reproduce

Fill out your real values then terraform init and terraform plan with the terraform config file provided.

review the output and see that tags {} is empty despite seeing tags in the console.

I can see the list of tags with aws cli like this so i know they exist:

aws acm-pca list-tags --certificate-authority-arn 'arn:aws:acm-pca:us-east-2:1234567890:certificate-authority/redacted'

Important Factoids

NOTE: that this PCA is shared from a different account and my records do show that retrieving tags like this did work at one point in time.

Pinning the aws provider to an earlier version fixes this issue and i can see tags again
