[Enhancement]: Add ability to create an AWS Anomaly Detector for an AWS Cloudwatch Log Group

Description

When creating an AWS Cloudwatch log group via terraform , there is no ability to create an Anomaly Detector attached to that log group via IaC

aws_cloudwatch_anomaly_detector {

aws_cloudwatch_log_group = "12345"
