[Repo]: Generate CHANGELOG workflow sometimes fails, and PRs are not added to changelog

Description

Generate CHANGELOG workflow sometimes fails with a 403, and PRs are not added to changelog.

Looking down https://github.com/hashicorp/terraform-provider-aws/actions/workflows/generate_changelog.yml you can see the occasional failure, and I don't think these re-run.

I noticed this when my change #32329 was merged and apparently released in 5.7.0, but the changelog for 5.7.0 doesn't mention it. I note the workflow failed in https://github.com/hashicorp/terraform-provider-aws/actions/runs/5480848445/jobs/9984483826
