[Enhancement]: Add name argument for data source aws_apigatewayv2_api

Description

Is it possible to add the string name argument to data source aws_apigatewayv2_api as it was done for aws_api_gateway_rest_api?

I searched through the past issues and found the original PR for when the data source, aws_apigatewayv2_api, was made #12954, and it even had name and tags as potential arguments as well as ID.

My use case is in the event we had to redeploy the API Gateway, all the routes we have defined are in separate terraform templates and it would make life easier to just have them reference the name as that won't change vs the API Gateway ID as that changes.

Was there some issue that prevented searching the API Gateway via name for aws_apigatewayv2_api?
