[Enhancement]: Add the possibility of providing SageMakerPipelineParameters for aws_cloudwatch_event_target"

Description

Eventbridge can call a sagemakerpipeline but it is not possible to provide parameters using terraform, it is only possible with cloudformation or by the aws console.
