[CodeDeploy]: Support Pretraffic Hooks for Lambda

Lambda has a concept of pretraffic hooks. These are hooks that run at certain points in the lifecycle. For some of these hooks a failure would stop a deploy and roll back.

None of this is supported in terraform. The lack of this feature makes it more or less useless to my organization.

In the above ticket, an extremely hacky solution was deemed acceptable. It really wasn't.
