So apps aren't REALLY "preinstalled" are they?

Correct me if I'm wrong, but this doesn't actually permit the creation of Sandboxes with preinstalled apps so much as it simplifies the process of telling Windows Sandbox to download and install apps during startup. This could be done with any .wsb file, and doesn't do anything to help with big installers that might take a long time to download/install, or apps that cannot be installed silently. Is that right?
