This adds the ability to take manual control of the pwm fan on the XU3/4, similar to how we could on 3.10.
This grants the ability to run custom fan control scripts instead which gives much more control over the fans operation, as well as overcoming some of the issues reported with the fan rapidly switching between states when under kernel control.
This also makes it easy for a user to manually run the fan all the time as any pwm value can be echoed at pwm1 after disabling the kernel (automatic) control.
