Always show standard items on donate page

This is related to another issue:
#208

To make the donate page look a little more complete, let’s show the standard items, even if there are no requests yet:

• Socks
• Underwear
• All of the hygiene items (except diapers)

Let’s organize the page by two categories (instead of the usual categories):

• Requested
• Always needed

We could also include a note for “Always needed” such as:

There are no requests for these items at the moment, however they are always in need by organizations.

Bonus points: Let’s also make the ones that do have requests show the number of requests. (It currently only shows on hover.)
