Create Nav self-serve functionality

Can we consider building a tool to speed up and simplify changes to the nav across dotcom and apps? At the moment every time a change is required, requests to go to both the WebX and Apps teams to create and merge separate PRs. In some cases the change is temporary, perhaps for a specific event, so subsequent requests then need to be made to change it back.

Questions

1. Is this a tool CP would be interested in having, or should it be just for the WebX/Apps teams?
2. Who would build and maintain this tool?
3. Can we make use of cross-platform-navigation to unify changes across dotcom and apps? See Consider Using cross-platform-navigation For Dotcom #9341.
