Loads Agency data based on transitfeed.Agency._FIELD_NAMES

A load_agency(config) method returning a transitfeed.Agency object created using data from the json config file. In the json file under the "agency" object, the valid keys will be any member of the transitfeed.Agency._FIELD_NAMES array.
