commands like tctl create multiple-resources.yaml and tctl edit roles prompt for MFA once for each resource that is updated. We should make use of reusable MFA responses to prompt for MFA just once in these scenarios.

Note: tctl edit roles doesn't exactly work as expected, but may be fixed in the future - #38531
