Behind-the-scene tab can end up bound to an outside web page

Sometimes, transiently it appears, a root main_frame for a normal web page is requested outside any tab, which causes HTTPSB to bind behind-the-scene virtual tab to the normal web page, which causes further problems and instability.

I suspect this can happen often with popup windows.

Fix: never rebind behind-the-scene tab.
