Consider addition of meta table

The meta table is now supported in our web API pipeline. FB considers a missing table to be a WARN level check result based on discussion in fonttools/fontbakery#3349 and Dave's request to add this check in fonttools/fontbakery#3900. Viv informed me today that a properly configured meta table addresses issues like the one identified in fonttools/fontspector#169 (Windows Fonts installer). Viv documented additional meta table support issues in this Doc.

Let's discuss / decide if we should add the meta table to this project.

@emmamarichal @m4rc1e I discussed this with Marianna today. We're tentatively planning to kick this beyond the first public release on the google/fonts repository. It will land in a subsequent release if we decide to do it. fyi re: the fontbakery checks that will flag as we onboard into the google/fonts repo.

fontc has support for making a meta table from the Glyphs.app parameter: https://github.com/googlefonts/fontc/blob/750396c802241bf15412803f93003bbaddc2d6e1/fontc/src/lib.rs#L2916
