In particular, upgrading latest version for Py2.7 and Py3.4 while dropping Py3.3 and adding Py3.5. Also group all `pip install` calls into one line.

Worked out the kinks in #1220. Huge thanks to
python-appveyor-demo.My current plan is to turn off AppVeyor for general PRs and just run it on merges to master
and then use tags only to push build artifacts to PyPI.
