Relates to #1123, but this has been a long time coming. We can ditch a no longer needed optimization.
@tseaver I verified what would actually be stored in the
pipcache, especially when there was no.toxenvironment and it seems to do what we want. You can see the new things needed / old things re-used in:https://github.com/dhermes/gcloud-python/commits/tox-with-local-cache
