feat(file): update the api
#### file:v1beta1 The following keys were added: - resources.projects.resources.locations.resources.instances.resources.snapshots.methods.create (Total Keys: 14) - resources.projects.resources.locations.resources.instances.resources.snapshots.methods.delete (Total Keys: 11) - resources.projects.resources.locations.resources.instances.resources.snapshots.methods.get (Total Keys: 11) - resources.projects.resources.locations.resources.instances.resources.snapshots.methods.list (Total Keys: 20) - resources.projects.resources.locations.resources.instances.resources.snapshots.methods.patch (Total Keys: 15) - schemas.ListSnapshotsResponse (Total Keys: 5) - schemas.Snapshot (Total Keys: 14)
