Currently, build process are different for dev mode and prod mode. Should refactor production mode to make it same as dev mode.

The UI resource files will be built into a separate container harbor-protal, served by http server.
And the original harbor-ui container will be renamed to harbor-core it will no longer host the UI resource files.

This involves effort in build process, update to the nginx container, dev of Dockerfile.
