Cross-exporting to macOS is broken #48076

Description

Godot version:
3.3.stable

OS/device including version:
Debian 10.9

Issue description:
Exporting for macOS from another OS (or at the very least from GNU/Linux) appears to be broken. When opened in a mac, it shows an error that the app is "broken" and can't be run:

It can be tested by exporting a completely blank project.
