ISBAT enhance Carousel galleries with image links

Is your feature request related to a problem? Please describe.
Gallery blocks such as the Collage block allow users to set custom links on images. This is a feature that the Carousel block is lacking.

Describe the solution you'd like
I should be able to set custom links on Carousel images.

Additional context
The current behavior of the Carousel should be improved so that the current image remains visible when selected. This will be a required fix to allow editable captions on individual images.

It should also be possible to link images to media file
