web: dual-select uses, part 2: dual-select harder

Details

This concludes the effort to replace all our admin's MultiSelect with DualSelect options. Many of these had no pagination and would start to fail if there were more than 100 policies, stages, prompts, rules, or event transports. If we're gonna scale, this is where we start.
