Refactored the CodeQL workflow to use manual build steps for C# projects, including .NET SDK setup and solution restore/build/test. Added the codeql.yml workflow file to the .deploy SolutionItems in Panlingo.sln for better visibility and management.
Changed C/C++ build-mode from 'autobuild' to 'manual' and removed the JavaScript/TypeScript entry. This streamlines the workflow and ensures manual control over C/C++ builds.
