Pull Request Overview
This PR adds H1 2025 data to the GitHub transparency dataset. It incorporates the first half of 2025 data across all transparency reporting categories including government takedowns, DMCA notices, requests to disclose user information, automated detection, appeals and reinstatements, and trade controls compliance.

- Addition of H1 2025 data entries across all CSV files
- Restructuring of government takedowns data into separate received/processed files
