Use cef-rs instead of OS WebView

Currently Tauri uses WebKitGTK on Linux, which isn't very usable or stable. Any possibility of distributing the application with CEF https://github.com/tauri-apps/cef-rs.

This is a very exciting prospect and we'd be the first to try it out if there was a little more documentation on how it's supposed to be done and distributed.
For now it still seems quite experimental.
