Can't see any discussion about this yet, but think the recent influx of "vibe-coded" PRs probably needs addressing before it gets completely out of hand for the reviewers!

Looks to be addressed with #17625. New contributions should refer to CONTRIBUTING.md and declare the following:

Using AI to generate PRs is permitted. However, you must (1) explicitly disclose how AI was used and (2) conduct a thorough manual review before publishing the PR. Note that trivial tab autocompletions do not require disclosure.

I also added a vibe-coded tag for PRs that are obviously created with lots of LLM assistance and without thorough review (aka "slop").
