test(e2e): Port the Vue 3 E2E app to span streaming (#24169)

Removes the `traceLifecycle: 'static'` pin from the Vue 3 E2E app and
rewrites the performance specs onto streamed spans.

## Why

Error and Pinia specs still wait on error events; those keep
`waitForError` because error events still carry `transaction` from the
scope. The Options API `test.fail` case is unchanged. Static-lifecycle
coverage moves to `vue-3-static`.
