Fixture `count` changed to implausible 99999:

The `count` field was changed from 28 to 99999, which does not match the actual `targets` array length and does not correspond to any described behavior change in this PR (prepared test artifacts). This looks like an ad-hoc fixture edit rather than an intentional behavior change, and if `count` is volatile it should be normalized in code instead.
