Bracketed paste support on Windows

Tcell currently doesn't support bracketed paste on Windows. I have no idea what's needed to do that, but from what I can tell, Windows Terminal does send bracketed paste events. At least they seem to work when I run bash in a Windows Terminal session: a multi-line paste is not executed line by line. I haven't tested WezTerm on Windows, but I would expect it to also send these events.

We need this in lazygit for jesseduffield/lazygit#4234.
