test(openshift): run openshift tests in CI #4767

Part of the OpenShift epic #4243

Currently, the only way to run tests for OpenShift support is on a local machine with OpenShift Local. We should:

Have the ability to run OpenShift tests in CI, using either OpenShift Local or Cloud or some other solution
Ideally, have the ability to run a larger suite of "standard kubernetes" tests with OpenShift as the target, instead of just custom-written tests for OpenShift
If / when expanding the test coverage, more work might be required in order to make some of the test workloads compatible with the stricter permission model of OpenShift
