Looks good, and the existing SIZE_PLEN_BLIST already has a GAP_ASSERT to check the length is sensible (>=0) |

A minor cleanup to better encapsulate creation of a blist in the kernel. Made it while working on something else, which is not ready, but figured this is useful on its own...
