ucsc tools: update and move

• https://github.com/galaxyproject/tools-iuc/tree/master/tools/gtfToBed12
• and maybe https://github.com/galaxyproject/tools-iuc/blob/master/tools/ucsc_blat/blat.xml

to:

https://github.com/galaxyproject/tools-iuc/tree/master/tools/ucsc_tools and

• make it a proper suite
• use macros at least for the tool version

Also update to latest version (current version of gtfToBed12 gives unusable conda env: error while loading shared libraries: libssl.so.1.0.0: cannot open shared object file: No such file or directory)

I'm getting the same error with the current latest version of this tool from the Galaxy toolshed (Version 357). Is there anything I can do to help bring this issue forward?

I'm using conda environments on a Ubuntu 22.04 system. The Galaxy instance is a self-managed one, not public.
