Tool-less Upload

The grouping.py stuff makes enhancing the upload API problematic (got to deal with strings instead more typed JSON for instance) and requiring the tool be in some toolbox is a source of frustration at times since it doesn't seem like a tool to deployers anymore. A simple API that just created the job directly the way libraries works but even more cleanly would be better IMO.
