Describe the bug

In the Admin UI (Install and Uninstall -> Installed Only) the information Newer version available! is not shown reliably.

In the screenshot for example there are plenty of new versions available, but the info is missing.

Galaxy Version and/or server at which you observed the bug
Galaxy Version: 22.05
Commit: 7a9e83c

To Reproduce

I guess one could install the tool version from the screenshot ..

Expected behavior

Always show Newer version available! if there is a newer version.
