I've pasted 800 KB worth of text and upload fails with 400, and it looks like the tool runs before the upload is complete.
Happens on usegalaxy.org (20.09), test.galaxyproject.org (dev) and usegalaxy.eu (20.05).

Still an issue on 21.09 and not fixed with the switch to __DATA_FETCH__
