The existing address validation class only works for US/PR clients of UPS. This address validator is less extensive, but atleast works e.g. in Europe. The naming is not perfect, but it does the job.
Client supplies state, country, postal code and city and gets an array of scores returned + optional address suggestion from UPS. See the documentation & unit tests for an better example.
