Found this bug while looking for the source of fox32-arch/fox32os#22: the current version of get_unused_overlay checks the overlay position registers (0x80000000) instead of the overlay enable registers (0x80000300).
Note that fixing this currently will cause weird issues with window priority, even in versions of fox32os prior to fox32-arch/fox32os@1f025dd.
