Looks like vstest is about to fix the so that the tool respects the language set for the CLI (see microsoft/vstest#821 and microsoft/vstest#1712). Adding this so we can make changes to set DOTNET_CLI_UI_LANGUAGE=en before running our commands when the CLI is updated.
