Ability to test classes in managed packages

Do we wish to support this functionality? In java world, we won't run the tests in a 3rd party library.
Is there is possibility that a team/product creates 2 packages(codes owned by them) with possibly 2 namespaces?

@pmedapuram i believe this was from a perspective to enqueue tests within a managed package. Can you share more background on the desired goal?
