17.0 is due to be released approx September 2025 so this is
released as 16.9b to avoid sorting problems with 17.0 later

libuninames-fr has also been updated to ListeDesNomes 16.0.

configure has been updated to run 'make clean' anytime when
you run ./configure to allow for fresh builds since library
builds can be made to include or exclude optional French or
(other (future?) language?) libuninameslist-* sub-libraries
resolving Gentoo libuninameslist-20200413-makefile.patch or
Debian bug #989173

github workflow broke for macos python build.
Seems path=PYTHON=python2.7, and also python3 was not up to date
therefore did an update install of wheels and setup for python3.

To avoid sorting issues with 15.1b and 15.1, this version
is listed as 15.0b so that 15.1 will sort 'after' 15.0b,
otherwise, just consider this libuninameslist as 15.1b

Also updated French NamesList version to 15.0 (from 14.0).

Ensure AC_PROG_LIBTOOL before AC_ENABLE_SHARED. Error seen
with libspiro issue#32 when libltdl-dev was not installed.

Unicode 15.0 includes a number of changes and 4,489 new characters,

including another major extension of CJK unified ideographs. A number of the
Unicode Standard Annexes have significant modifications for Unicode 15.0. Two
new scripts have been added, and there are also 20 additional emoji characters
in Unicode 15.0.

A. Summary

Unicode 15.0 adds 4489 characters, for a total of 149,186 characters. These additions include 2 new scripts, for a total of 161 scripts, as well as 20 new emoji characters.
