Description
We use a different gesture recognizer blocking policy to handle the issue where google maps'
onCameraIdleis not called when the map is on a stack.The policy is implemented in flutter/engine#15940
This PR also updates the google_maps_flutter's min Flutter version to 1.16.3 which is the oldest version that supports
WaitUntilTouchesEndedPolicy.The tests of the gesture policy is implemented in flutter/engine#15940
