Use of FetchContent with default policy settings has a warning starting with CMake 3.24. This opts those plugins into new behaviors for everything up through 3.24 to avoid those warnings.

The VERSION is used rather than an explicity policy setting since this is the approach recommended by CMake docs. For any policies that we aren't currently hitting, we would want new behavior by default in the future so that we don't accidentally depend on deprecated behavior.

Interesting. If we make these plugin level changes, is there still a need to add policy changes/migrations to the app template?

Unless there's a way to make it work when adding it at the app level, I don't see a need for the migrations after all. Sorry for sending you down the wrong path here; I really thought it would cascade down to subdirectories (and still don't understand from the docs why it doesn't).

The flutter/flutter-level changes we would definitely need to make would just be adding it to the plugin template for Windows and Linux so new plugins don't have this problem. I think adding a VERSION policy directive to the app template would be good though (replacing what's there now) so we're setting a better foundation for new apps (by making them use new behaviors by default).

Opt into CMake policy CMP0135 (#125502)

~Update the windows app template and migration to use `CMP0135` when
cmake version is >= 3.24.~

Update app templates' and examples' CMakeLists.txt to use
`cmake_policy(VERSION`. flutter/packages#3828
should obviate the need for a migration.

Addresses #116866
