☂️ Update CI to Xcode 14.3

Xcode 14.3 is the "E" spring release of Xcode and is usually involves larger changes than other minor versions. We've already seen some behavior changes reported that caused breakages and required hotfixes like #123890. Update version in CI to see what other failures are hit.

• Update xcode to 14e222b #125716
• plugin_lint_mac test fails on Xcode 14.3: a function declaration without a prototype is deprecated in all versions of C #125812

We added a workaround with todos in the framework and packages to get around #125812, that infra issue can be tracked separately. Closing this ☂️ issue.
