As a Global Observer, should I have access to observer can run queries that a TEAM level admin or maintainer created?

Fleet tier: Premium

User role (Which role are you assigned in Fleet? (Admin, Maintainer, or Observer)):
Team Maintainer / Global Observer

Operating system macOS 11.6

🧑‍💻  Expected behavior

As a Team Maintainer, I am unclear on whether checking the "observer can run" checkbox grants only TEAM level observers, or also GLOBAL observers access to run.

💥  Actual behavior

Current behavior is that ALL observers regardless of whether they are members of my team, other teams, or global have access to this query to run.
