Hosts are batched in webhook requests when host_batch_size is set to '0' #24967

Fleet version: v4.61.0


💥  Actual behavior

In a Fleet instance with host_batch_size set to 0, Multiple hosts are batched in one request for both the Policies and Vulnerability webhooks.

The documentation indicates that the default behavior is to send one request per host, and 0 is the default value for host_batch_size.
