My intent with this PR is to catch changes that break meson dist before they land, so I think it still makes sense to run the meson dist step regardless of the release.

Along these lines it may be interesting to also test against meson prereleases to catch issues early. This basically consists of pip3 install --upgrade --pre meson and then doing the thing 1.
