Validator level relay configuration

Given our infrastructure, we have begun exploring enabling validator level configuration of relays for a single instance of MEV-Boost. This was originally raised in #154 .

We are currently developing a document and POC to prove out the ideas in the doc and will publish both here once we have some level of verification for the community to assess...

Hey @beetrootkid . Since you're already working on this, how much of a lift would it be to be able to configure min-bid at the validator-level (vs instance-level) configuration as well?

Hi @isidorosp - I suspect not huge. The team are trialling the solution as is right now in poc. I think my instinct is to get approval from the community as to the approach and implementation of the original first (it is deliberately designed to be extensible since it reuses the same config file as Teku) and then add this after? But let's see.
