CC in config.mk not being set by configure #208

The compiler selected by configure isn't actually being communicated to make via substitution into config.mk.in unless CC was set.

EDIT: Same issue with compiler vendor.

I propose that the compiler and compiler vendor discovered by configure be honored and the compiler detection code in the various make_defs.mk be removed.
