在升级同步的过程中，发现migration过程存在多次重复发生的问题。
推测可能是由于相同高度的组合积累了多个，同高度多次同步，导致迁移过程重复运行。

有种情况是迁移actor时算出的root不对也会重复迁移，但在代码没问题的情况下重启后能迁移成功

这个 1.10 没搞进去，当时我是平移到 1.11，@elvin-du 大佬可以看看下个版本或者下下个版本的需求？
