What is the motivation behind this feature request? Is your feature request related to a problem? Please describe.

At IPFS Thing at a conversation about dogfooding, it came up that lotus chain snapshots are currently not available on the Filecoin Network. While centralized providers like Cloudflare and AWS may still be required for performance reasons, we should aim to ensure that all state snapshots are also available for download via CID from the Filecoin network itself, perhaps using Saturn as a test for performance.

Describe the solution you'd like

• I can download the chain snapshots for Filecoin using Saturn or another Filecoin network retrieval client.
• I can supply a --CHAIN_SNAPSHOT_CID parameter to my lotus daemon to have it auto download a snapshot from a given CID.
